Recognized in our team photos as the man with glasses, Julio brings a unique blend of personal experience, academic achievement, and unwavering values to the organization’s mission.

Julio’s academic journey is a testament to his dedication to understanding and shaping the forces that impact communities. He is currently pursuing a Doctor of Philosophy in Public Policy, holds a Master of Business Administration in International Business from Florida International University (2018–2020, GPA 3.77), a Bachelor of Arts in Public Policy and International Affairs from Rollins College (2011–2013, GPA 3.66), and a Bachelor of Arts in Sociology from the University of Puerto Rico, Río Piedras (1996–2002). These credentials reflect a lifelong pursuit of knowledge and a drive to make policy accessible, equitable, and transformative.

Julio’s professional experience spans over two decades, including a distinguished 13-year career in the US Army, where he retired as a Major and was honored with the Bronze Star for exemplary service. His transition to civilian leadership saw him excel as Grant Administrator for Seminole County Government and as Project Controller at HDR, where he honed his expertise in project management and operational oversight. As a Puerto Rican native, military veteran, and public sector leader, Julio’s lived experience shapes Policy360’s commitment to real-world impact and diversity.

Julio’s journey is also marked by personal growth and community engagement. In 2020, he converted to the Conservative Jewish movement, deepening his commitment to faith, ethics, and service. As a proud member of the Jewish community and a 32nd-degree Mason, Julio exemplifies the values of integrity, fraternity, and lifelong learning.
